The count od the army will be delighted to hear that General Robert E Leo was on yesterday nominated by tho President and confirmed by tho Senate os Com- mandor-In-Chief of the Confederate armies. Wo do not doubt that he will yield to the call thus, mado upon him, ‘aod onter without delay upon bis enlarged sphere of duty—retaining personal command, however, of the Army of Northorn Virginin.

Let our whole people and our gevernment, in all its departmenta, rally to the eupport of General Lec in the position to sb he has been thus appointod, with all the regources and all the zeal and energy at our com- mand. Woe must not expect him to do our Oghting, but to direct tt; not to render unnecessary our own ciforts, but to encourage them, and gulde them, and apply thom.

‘We stand on the threshold of a stern campaign. Soon wo shall be busy amid ita trying scones. As we love our country, let us not logo another day fof those which re- main to us for preparation Let the most efficient means ‘be adopted for gathoring in the absontees from our armies, for bringing in recrulte, for a wholesome roorgan- jzatlon, for providing aupplies and mouitions, and for putting forth our whole strength. Itis now the well gettled policy of our government that there ty (0 be no further tssue of Treasury notes. In- deed, our measures of Anance provide not only for the prohibition of further Issues, but for the reduction of the

resent clro\ilation. The Treasury can therefore look no louger o this modo of using the public credit as a source of revenue

But two modes remain for raising tho funds required by the government, viz: tho sale of bonds and the im- position of taxes "The growing value of tho government currency, owing both to the reduction of the volume of circulation, and the special provision which will evideut- Wy be made for its redemption, has had the effect of throwing a large supply of the bonds fm privato hands upon the market for conversion; and this pressure for sale has greatly reduced tho quotations This operation may be expected to proceed parallel with the’ future. {improvement of the currency. In consequence the purchase of bonds from the government, a8 0 more business |nyostment, will De checked. or suspended | ‘until private holders shall havo dispoacd of their sar- plusea. Meanwhile the goverament will not bo ablo to Uso its credit mt all, unless. citizens come forward and from patriotic motives eubscribe to the public oans at higher rates tban the bonds purchased will; for the time, command in the market,

It will bo econ, therefore, that in the absence of a genérons and patriotic rally to the support of the Trea- aury by tho purchase of government bonda nothing re- mains to be looked to to meet the wants of the Treasury buttaxntion. Tho sale of bonds would enable us to that extent to remit to future yoars the task of peaeaing; o portion of the sums needed now for the publlo defence. But if this resource be unavailing wo ehall necessarily have to bear the whole burden as wo go along. If we buy mo bonde wo thereby clect to pay the moro In taxes The army must, of course, bo supported ‘fn one form or another. Tt would, we think, be wikor to draw adraft on posterity for a fair proportion of our present needs Thig can only be dono by the purchase Of bonds, or of certificates of debt, We should like to sce the people, by general consent, coming forward to provide, ia thts manner, a portion of the necessary rovenses, and thus dimiois the sums to bo raised by taxat'on.

In the present state of the caze, however, Congress has a plain and urgent duty to perform. It'is to lay promptly an adequate levy on the means of the people for prosecuting the public defence. In whatever form Jaid—whether by tax-in-kind or tax on the valuation of property, or on Income, or whether by all theso modca combined, a liberal scale of taxation is needed, and should bo adopted speedily, Only let it bear equally— eal let Itapply to all necording to some fairand uniform scaleof pressure, and there will be no outery, no dis. satisfaction, Itwill be the price of liberty, and will bo cheerfully pald) But let us have action, spoedy action, on thisas onallother important measures. This is the great demand and necessity of the hour.

Assnming tbat tho rebel peaco party will be temporarily borne down upoa the alternative of independence or subjugation, the Southern war party of firo-oaters, on the othor hand, will be despoiled of their venom by anything like a candid report from their peaco commission- ors. Against such a report all those imfammn- tory jerominds from the rabid Southern war jour- nals and orators to their poople, that submission to the Union means tho seizure of their estates, honses, lands and negroes, the dishonoring of their wives and daughters, and the horrors of Yankee tyranny and brutality in every shape and form, will lose their force upon the South- ern popular mind. From the experience of the peoplo of Savannah, under the acceptable gov- ernment of General Sherman, the people of all tho South will be prepared to entertain the promises of Abrabam Lincoln as comprehend- ing not their spoliation and destruction, but thoir salvation and security with their return to tho Union.

A proclamation to this end, it has been inti- mated, may shortly be looked for from Prosi- dent Lincoln “to all whom it may concern.” That the effect of such a proclamation will be good cannot be doubted. We presume, how- ever, that they are awaiting at Washington the reception of the rebel peace agents and their
